Pablo Campos Palacín

Pablo Campos Palacín is Ph.D. in Economics from University Complutense of Madrid (1983). He is Vice-director of the Institute for Public Goods and Policies (IPP) and head of the Group of Environmental Economics (GEA) at Spanish National Research Council (CSIC).

Lecture in Applied Economics at University Complutense of Madrid (1981-1986). Visiting scholar at centres specialising in the economics of sustainable management of natural resources, invited by prestigious researchers in the field of sustainability of the use of natural resources at College of Natural Resources at University of California/Berkeley (2001), Centre for Social and Economic Research on Global Environment (CSERGE) at University College London (1991), London Environmental Economics Centre at University College London (1990) and Centre for Agricultural Strategy at Reading University (1989 y 1990). The main research work pursues to develop a green methodology for extending the conventional system of national accounts (SNA) with the objective of including the value of the environmental services supplied by the natural ecosystems to the total sustainable income (TSI) measured in a territory. That objective has been applied in his research projects for valuing economic multiple lands uses in Mediterranean climate regions, leading to an undergoing new methodology of agroforestry accounts system (AAS).

The operative research into the TSI of the agroforestry and forests systems has a strategic interest for the entire Mediterranean basin, especially Spain, since half of Spain’s territory is covered by those ecosystems with a considerable joint ecological and commercial interest. Advancing in the knowledge of multiple land use in the AFS is also a priority objective in the public policies for economic development and biodiversity conservation in natural spaces in southern Europe, north Africa, southwest US, large areas of Latin America and other areas on Earth, as witnessed by the UN’s three conventions on Climate Change, Biodiversity and Desertification, and reasserted by the numerous agreements between regional international bodies. He aim in the GEA of the CSIC is to consolidate and expand the work regarding the measurement of TSI of the AFS with other Spanish and international groups. The interest of the research is focused on developing harmonised integrated environmental valuation criteria for economic activity in the natural environment, hoping to contribute to the theoretical advance, in order to facilitate the potential implementation of green national accounting in the near future as recommended by the European Commission and Parliament (COM (94) 670 final). The future implementation of green national accounting will have a significant repercussion on land planning and the economic statistics of the countries with a large contribution of natural and environmental resources to the TSI, as in the case of Spain, especially regarding its wealth in biodiversity and in landscape and cultural values.

Since 1988 he has participated in 49 research projects and contracts (18 international ones). The productivity of his research work in scientific journals and books is accredited in 163 publications: 60 articles (48 in refereed journals), 98 book chapters and 5 books.
